There are several options available for making payments to Maritime New Zealand. Find out what option is best for you.

 

How MNZ is funded

Levies:

  • Maritime Levy

Crown funding:

  • General taxation
  • Fuel Excise Duty (including from recreational boating)
  • ACC, Health and Safety in Employment and other levies.

Fees charged directly to a person or organisation:

  • Fixed fees, hourly rates or reimbursement of expenses.

The Oil Pollution Fund is funded separately, from levies paid under the Oil Pollution Levy.

 

Overview of fees, charges and levies

Fees are paid by users of specific services or for the performance of particular Maritime New Zealand functions. For example, a specific fee is attached to an application for a seafarer certificate or for registering a ship. Some of these fees are fixed (such as ship registration), and some are charged at an hourly rate (such as audits).

  • Fees are paid on application rather than when a certificate or document is issued.
  • Fees charged on application for a seafarer certificate, vessel certificate or ship registration are generally non-refundable.
  • Applications for recognition of non-New Zealand certificates are assessed for the issue of the equivalent New Zealand certificate and pay the same fee.

  • Rates are effective from 1 July for 2013–2018.
  • All charges are in New Zealand currency and include goods and services tax (GST).
  • For a first offsite visit, there is a 33% loading on the travel time. For subsequent visits relating to the same service, the actual and reasonable costs of travel are charged, in addition to the travel time.

 

These hourly charges apply to the following maritime operational certificates and permits:

Fixed fees for maritime documents (from 1 July 2013)

  • All charges are in New Zealand currency and include goods and services tax (GST).
  • Charges are payable at the time of application rather than on completion of the transaction.
  • For a first offsite visit, there is a 33% loading on the travel time. For subsequent visits relating to the same service, the actual and reasonable costs of travel are charged, in addition to the travel time.
