QOL Review consultation process
The QOL Review aimed to develop a clear and logical framework for qualifications and operational limits to meet the needs of New Zealand's commercial maritime sector, now and in the future. The outcome will be relevant qualifications and appropriate operational limits that meet industry needs while ensuring the safety of vessels, their crew, passengers and cargo, and protection of the marine environment.
Maritime New Zealand released a proposed new qualifications and operational limits framework (QOL framework) for consultation on 27 September 2010.
This framework was developed with extensive input from the maritime community. It aimed to address the key issues with the current framework raised by industry and to meet our international maritime obligations.
Submissions on the proposal closed on 19 November. All written submissions received an individual response.

As part of the formal consultation process, a nationwide roadshow was held by MNZ throughout October, visiting 17 maritime centres throughout New Zealand to explain the proposed changes to qualifications and operational limits and receive verbal feedback.
More than 500 people attended the roadshow presentations and all sectors of the maritime community were represented. Overall, the proposed new QOL framework was received very positively. There was widespread support for:

Maritime New Zealand has now analysed the submissions and considered all comments on the proposed new QOL framework including feedback received during the roadshow. The framework has been revised and is now available.
