NZ Port & Harbour Marine Safety Code
& Guidelines

 
  The New Zealand Port and Harbour Marine Safety Code was published in August 2004. Its objective is to provide for safe management of ships in ports and harbours, including preventing serious harm to people and protecting the environment and property.

The Code was developed following a number of serious accidents involving large ships in the approaches to or within New Zealand harbours in 2002-03. Investigations revealed a need for more rigor and consistency in the standard of safety management of ports and harbours.
 

The Code, prepared by Maritime New Zealand in collaboration with relevant parties, sets such a standard. It sets out the duties and powers under existing legislation of those involved in port and harbour safety, and requires Regional Councils (as the principal local regulators of navigational safety) to undertake risk assessments and develop safety management systems for the harbours in their region.  Maritime NZ is providing advice to Councils on these tasks and will approve the completed assessments and safety management plans.

The Code is supported by a number of guidelines of good practice.  While the Code is voluntary, it has a strong level of support from all the relevant parties, and is being implemented throughout all our main ports and harbours.  The priority is harbour areas where there is compulsory pilotage.  Formal risk assessments and safety management systems are currently being developed for these harbours.
