Recognition of non-New Zealand certificates

This page is for seafarers who hold non‑New Zealand certificates (other than Australian) and want to work on a New Zealand‑flagged ship. It explains when Maritime NZ can recognise your certificate, what recognition can and cannot do, and how to apply.

Working in New Zealand 

To work on a New Zealand‑flagged ship, you must have your foreign certificate recognised by Maritime NZ as equivalent to a New Zealand certificate. 

Whether Maritime NZ can recognise your certificate depends on: 

  • the type of certificate or endorsement you hold, and 

  • where it was issued. 

A New Zealand recognition: 

  • cannot grant privileges that are greater than those of your original certificate 

  • may include limitations so the recognised privileges align with the most appropriate New Zealand certificate.

Oral examinations for recognition of non‑New Zealand STCW and STCW‑F certificates 

Seafarers applying for recognition of non‑New Zealand STCW ratings and STCW‑F certificates are not required to sit an oral examination. 

Seafarers seeking recognition of non‑New Zealand STCW certificates of competency for masters, officers, and GMDSS radio operators must sit an oral examination. 

Following an assessment, applicants who require an examination will receive a letter from Maritime NZ granting them permission to sit the relevant examination and temporary permission to sail. These letters expire after 3 months and cannot be extended. 

STCW ancillary certificates issued by training providers approved by: 

  • Australian Maritime Safety Authority (AMSA), or 

  • United Kingdom Maritime and Coastguard Agency (MCA) 

have been assessed and are automatically accepted.

How to apply 

These steps give a basic overview of the application process. 

Step 1 – Before you apply 

  • download and read the relevant guidelines above 

  • check that your certificate is eligible for recognition. 

 

Step 2 – Complete the form and gather documents 

Complete the application form and gather your supporting documents and identification photographs.

Step 3 – Send your application 

You can send your application documents to Maritime NZ: 

  • by courier, and/or 

  • by email. 

Follow the instructions in the application form for addresses and email details. 

 

Step 4 – Confirmation we have received your application 

Maritime NZ will: 

  • check your application for completeness 

  • formally acknowledge receipt of  your application 

  • send you an invoice that includes: 

  • your reference number 

  • instructions on how to pay. 

 

Step 5 – Pay the application fee 

Maritime NZ must receive your fee payment before it can process your application. Check your invoice for information on how to pay or follow the link below:

Step 6 – Application assessment 

Maritime NZ will: 

  • assess your application and supporting documents 

  • ask you for further information if needed

  • require an exam or practical assessment if needed (for example, an oral exam for certain STCW certificates of competency).  

To be assessed, you must provide all required information and documents. If your application is incomplete, Maritime NZ cannot process it and will return your application and other documents. 

 

Step 7 – Issue of certificate or endorsement 

If your application is successful, Maritime NZ will issue: 

  • an endorsement recognising your foreign certificate.
